Why Archer Queen level Analysis, shouldn't level 30 be the sweet spot?
You are absolutely right, for Town Hall 9 level 30 is the sweet spot for your Archer Queen. But constantly upgrading your Archer Queen for months and months is not very entertaining. Also if you are serious in war then you don't want to just sit out of war for the entire duration of your time at Town Hall 9 while your Archer Queen is upgrading. Plus once you reach 10+ level on heroes it's hard to farm Dark Elixir to upgrade both of them at same time, so mostly you will be upgrading one of them at a time. So it would be beneficial to be at a sweet spot in Archer Queen level while you are upgrading your Barbarian King.
Why number of hits per defense are more important than total hits for complete buildings?
Some people think that total number of hits required for Archer Queen to take out all the buildings cumulatively should be taken into account to calculate sweet spots, but that is absolutely wrong. Let me explain this based on different situations below:
- If you are using Archer Queen as part of your kill squad then she is almost all the times strategically used to kill the Air Defenses for an air attack or take out defensive buildings in hog attacks to eliminate Double Giant bombs path for your hogs.
- If you are using her for Queen-Walk then her job is to take out a major defensive part of the base or atleast the outer point defenses.

Results Summary
By the above table you can see that Archer Queen takes comparatively less number of hits to take out defenses at levels: 13, 17, 23, 26. Level 19 is also a sweet spot but it doesn't makes sense to leave your Queen at 19 when you can go to 20 and unlock level 4 ability for her.
Conclusion/ Hero upgrade Strategy
I have personally farmed enough till now to upgrade both of my heroes simultaneously till now. Currently my Archer Queen is 17 and Barbarian King is 15. So I am at a sweet spot for my Archer Queen. If you can do this that is great but you can hold off on your Queen at level 13 and then take your King to 15. Next take your Queen to 17. Now it's time to take your King to 20.
Once your King is out of his teens he is beefy enough for most attacks, so it's time to take your Queen to 23. Once you reach this level then bring your King to 25. Next Queen to 26 and then King to 30. At this point max your Queen.
Note: If you have enough dark elixir to do both of them at the same time then definitely do both at same time, that will help you stay in war longer.
